I instantly knew quick cyclop was a reference to the blue tornado move in Sonic heros, same with phantom rushed being referenced to team blast. I use to play Sonic hero's all the time so I definitely recognized the moves when Frontiers was first showcased.

He does do it in Frontiers, you just have to hold backwards while doing the combo finisher.
