Here's my take. After getting independence from Hungary, join the HRE asap and attack whatevers left of Bosnia, Herzegovina and Serbia. No-cb an allyless country in North Africa or the Caucasus and either expand in Africa or into Persia, depending on which one you no-cb'd into. Also try to get elected Emperor of the HRE. To that end, I'd recommend picking Quantity and then either Diplomatic or Influence ideas. Important: The best allies you could have are Poland and Austria. One can be replaced by France. Don't attack the Ottomans without help from both unless you're just that strong. Concerning the Ottomans, cockblock them from expanding in any way possible until you can kill them. Alternatively, you could start as Ragusa for independence and considerably better diplomacy and form Dalmatia for the A tier ideas. Later you can form Croatia and perhaps swallow your pride and form Italy (highly unbased). An idea that could work is moving your capital to Egypt or the Levant so you can form Jerusalem (which every Catholic can do since 1.31), but you can't be in the HRE in you want to do that. Forming Jerusalem offers ideas which are better than Croatian but worse than Dalmatian and more importantly, a strong tier 1 government reform.
