It is true that it will stop MOST of the water but not all of it. Riglet or not the sealant is still going to age out and need to be replaced 2-3 times during the life of the roof.
That f****** Dormer is wrong ran backwards all that water is just going straight into that valley on the wrong side 😅 fuck the flashing check that shit out
Or use 100% silicone with does flex with expansion & retraction , that truly the problem the older style caulk becomes hard & brittle that product looks like roof tar or cement instead of silicone And never hurts to maybe have a local chimney professional check your chimney every 5 yrs as recommended

I’m with you simple solution is to re caulk it.. this dudes going to spend half a day sawing into the chimney and re flashing that.
