Every 20, 30 or 40 years there will be large rain storms. This area is semi arid and this is what happens in semi arid areas. The rain maybe no more than in a temperate climate like the UK but the ground in semi-arid areas will be hard with little vegetation so run off will be severe. In addition there has been massive devolvement in the last 40 years which changes the way water drains and probably with little cleaning out of drains and culverts. In any coastal city they will be at the end of all river beds and so will be where storm water concentrates. In future it would be good to have water capture basins up stream and contouring of the land as India has done. This will alll slow up and capture run off which will be good for the water table and long term water management. Spain needs water.

very well said, for those who damn dam removals: dams of a certain size need water flow management. sometime discharging 3 days beforehand will not save a dam (N carolina) and even if the dam holds the overflow might fail. so you have downstream flow rates and clogging dangers leading to potential cascading peak flows..
