The white stuff in the XS is the wake of the Seamoth still being rendered at the regular 1.0 x size, eventhough the XS is 0.10 the size. If you want a faster Seamoth maybe that is also something that the save game stores. And if it doesn't then maybe it's possible to change the attributes of the upgrades instead. Scaling is used by the game normally but only for different sizes of animals. Fish have minor size variations. Leviathans too. The developers might have made the normal size not quite 1.0 to adjust how neatly it fits with the docking clamps - or maybe it is just a bug like you say.
