Let me help you out with some economics. Gold is not a mineral you can steal. Gold has to be bought from the artisans who mine it. And once it is mined, it must be bought at world market prices because buyers are there from all over the world. Uganda's gold exports have gone up because two gold refineries have been set up in Uganda by private businessmen, not government, and now all gold traders in Congo are bringing their gold to Uganda for refining instead of taking it to Europe. That includes Congolese gold traders. That is not theft, but free trade. Gold can only be traded, not stolen. Unless you are saying that Uganda - of all countries of the world - should not be allowed to trade in Congo gold, in which case you should give us your reasons. Secondly, trade is two way. Eastern DRC is heavily dependent on Uganda for imports such as dried fish, powdered milk, cement, roofing materials, soap, beer, paint, iron bars etc. This means DRC has to export something to Uganda in order to earn the Uganda Shillings to purchase all these goods, and DRC has no industrial goods to offer in exchange, only raw materials like gold and timber.
