A curfew enforced might help. What did any of them need to be on the streets (without parents) at that hour? If they were all minors - they should have been home (or at least with a parent/gardian).
It's almost like the Gilbert pd needs investigated and officers need arrested or refusal to act. More kids were harmed at the officers lack of decide action. As a CO, we face time if we fail to act. The police are not responsible for other people's children acting like animals. The families need to take responsibility for their kids' actions. Police can not control this behavior.
