I like this game for having the Royal Family actually do something here instead of waiting for us to do everything.
In fact, they planned everything to the point where they warned Peach and replaced her by a fake one so that Cackletta doesn't steal the right voice and can't awaken the Beanstar.
They then proceeded to locate Cackletta's hiding spot so that Mario and Luigi can surprise her, and they did defeat her. With their planning, Cackletta's plan had failed in absolutely every way.
The only reason Cackletta wasn't defeated there is because they had luck and they just happened to find Bowser laying there unconscious. Without that extreme luck, it would have been over for her.
