Both Soldier Boy and Homelander are very stubborn to their own ways of doing things, taking control etc. One good act won’t really change either of them. For example, Soldier Boy killing Homelander won’t change Soldier Boy’s lacking self - it will just change the circumstance, not the person. Likewise, Homelander becoming a great dad will have limited effect on his own self, since he will still rationalize it and separate himself from humanity since “Ryan is exception/different species etc etc”. They need a couple of deliberating traumatizing moments to MAYBE steer them back towards a good path. Make them hurt the same so that they can feel the pain they are causing others.

Then he acted surprised when they gave him to the Russians lol, Soldier Boy was just the previous generations Homelander, and the only reason why he emerged as somewhat better than him in S3 is because he had to go through a couple decades worth of torture to learn a lesson. Nah, drugs have a really REALLY short-time effect on him. What fucks him up (which he even manages to resist for a while) is something that would melt a normal human's organs and turn you into a fuckin councious soup.
Physically, he's nigh-invulnerable. His skin and muscle tissue is probably hundreds of thousands of times more dense than the regular person. He's also super resistant to drugs, but not to the same degree. They needed a special type of drug to render him unconscious, and a bunch just to get him high.
