Petrified Oak slabs are available in Survival if you upgraded a really old world. They exist because Oak Slabs used to act like Stone Slabs, so existing ones became Petrified when changes were made.
Came to the comments to find this. One of the things I've always appreciated about minecraft is the way it avoids punishing the player for changes from an update.

Oak slabs used to be retextured stone slabs, so if you upgrade a world where they’re the retexture, you get the petrified version because petrified wood is basically just fossilized wood

Well true the pertrified slab in minecraft is a nodd to older verions of minecraft where woodem slabs and stair woudl act as stone variants meaning they woudl have to be mined with pickaxes.

Steve head aren’t purposeless. They’ve been used for their purpose for years- map making. You see it all the time- small blocks made with player heads! Mojang made a few accounts for some blocks when they did this (I think). And the Steve head is just the placeholder, since it’s the default skin.

The pertified wood slab is basically a reference to What happened to the wood slab in Alpha versions, Which made you unable to break it withoug a pickaxe and also made it unburnable
I think adding warped nether wart, which could maybe be found in Housing Bastions- the ones that have regular nether wart in the middle right now- or in certain bastion chests would be cool. It might make a Warped potion, which is basically an Awkward potion except for new potion types. Add glow berries and get a potion of glowing, maybe rabbits foot for luck, ink sac for blindness, and maybe some more im forgetting

The luck potion is actually available in survival (at least, the arrow version is, so technically not the potion but still). You get it by getting the hero of the village (I dont remember what the actual effect that you get when you defeat a raid is called tho) and the fletcher has a very small chance of trading it to you. Also, I don't think the luck effect only applies to fishing. I think it also applies to chests that a player hasn't opened yet (or chests that haven't loaded the loot yet I don't really know that stuff and honestly thinking about it makes my brain hurt)

For your information, Zombies, skeletons, creepers and wither skeletons have a chance to drop their head, which can be increased with the looting enchantment. Same thing also works for players, if you are lucky and have a looting sword, a player may drop its head.

Steve's head has a purpose. I use it on armor stands to make gaurds in my creative worlds, and on bedrock, the poses you can put them in, (specifically one where he's holding a sword outward in a sort of stabbing motion) make for great static war scenes, basically I like to build multiple towns, each with different gaurds and armors, and I find somewhere between them and make a massive war scene using them, even go so far as to add archers with crossbows and using the head, the weird armor stand physics with pistons, and some item frames, make dead bodies. It's kinda cool, maybe not the best, could be better, but my friends think they're pretty cool with how they look.
I'd like to add, I'm no "master builder" but I can make a pretty good colonial style mansion with a town surrounding it. I'm also pretty decent with ship building, but I'm still very, very limited on my building know-how.
I have one world on my Xbox where I have built multiple mansions and towns along with ships and even some more isolated houses, and I took something like a 20x20 square deep underground with hidden redstone entrances to make a massive map floor room. I don't have it all filled yet, and I'm only using 3/4 size maps, but still, I've already made like ove 30 maps and it encompasses all of my main builds, but I've yet to really find anyone with my level of building expertise (if I can even call it "expertise") My favorite part of the map room is that one entrance uses a slime block to launch you up, and closes the floor as soon as you arrive on top of it, for the perfect exit, and the other entrance is deep in a cave just off the shore of my mansion, and it's so well hidden I forget where I put the button all the time.

Petrified oak slabs are just Alpha slabs. SalC1 has a whole video about them. So you can get them in survival, it's just difficult to do so.

strongest steve can be:
get a bundle and fill it up with stacks of netherite.
then get stacks of those filled up bundles and fill it into a shulker box.
then put stacks of the filled shulker boxes in your inventory and off hand.
and then wear full netherite armour.
there ya go!

The petrified oak slab is just a reminder of the normal oak slabs
With commands, you can give yourself a Ender Dragon or Wither spawn egg
The petrified oak slab was the old oak slab, as slabs worked differently when they were first added, originally all slabs were the same with different textures, but when slabs were changed to be unique blocks, the petrified oak slab stayed in, and remained in any worlds before this
Player heads were originally going to be dropped when a player was killed, but the feature was scrapped for being deemed too graphic, although the player heads still remained in game
Edit: The Luck effect was intended to be experimental and removed later, but was kept in for usage by map makers

The luck potion used to be craftable using the rabbits foot, but now it makes the jump boost instead

Steve's head has a purpose. I use it on armor stands to make gaurds in my creative worlds, and on bedrock, the poses you can put them in, (specifically one where he's holding a sword outward in a sort of stabbing motion) make for great static war scenes, basically I like to build multiple towns, each with different gaurds and armors, and I find somewhere between them and make a massive war scene using them, even go so far as to add archers with crossbows and using the head, the weird armor stand physics with pistons, and some item frames, make dead bodies. It's kinda cool, maybe not the best, could be better, but my friends think they're pretty cool with how they look.
I'd like to add, I'm no "master builder" but I can make a pretty good colonial style mansion with a town surrounding it. I'm also pretty decent with ship building, but I'm still very, very limited on my building know-how.
I have one world on my Xbox where I have built multiple mansions and towns along with ships and even some more isolated houses, and I took something like a 20x20 square deep underground with hidden redstone entrances to make a massive map floor room. I don't have it all filled yet, and I'm only using 3/4 size maps, but still, I've already made like ove 30 maps and it encompasses all of my main builds, but I've yet to really find anyone with my level of building expertise (if I can even call it "expertise")
My favorite part of the map room is that one entrance uses a slime block to launch you up, and closes the floor as soon as you arrive on top of it, for the perfect exit, and the other entrance is deep in a cave just off the shore of my mansion, and it's so well hidden I forget where I put the button all the time.
