I think (SPOILER ALERT)... The father's really a psychic profiler who ends up working with the FBI and the dark moments we see hinting at him being the killer is hom getting into the killer's head.
If you pay attention, there's a scene where the father walks with some police officers. You can see the communicator wire going down behind his ear. There's a high chance he is a federal officer, tailing the killer.
