Functional equator is imaginary circumference circle drawn based on positions of arcs of medial and lateral rectus muscles,arc of medial rectus muscle present at 4mm anterior to anatomical equator on nasal side and arc of lateral rectus muscle present at 4mm posterior to anatomical equator on temporal side so based on these arcs a equator drawn called as functional equator...I don't know if I am 100 percent right or not but thats all I could understand on my own

That is correct, functional equator is used for the purpose of squint surgeries and based on the arc of contact of the muscles!
