This mission kinda explains how Earnest Kelly (the old man who runs the printworks in Vice City) knew or suspected that Lance would betray Tommy Vercetti. Lance asked him when he went inside to make fake ID to frame Jerry Martinez for being an undercover cop, of course Martinez deserved it but at the same time that is a very sneaky and deceitful thing to do, so Earnest saw what kinda person Lance was at that point

It's pretty common for 3D era GTA to have voice audio quality lower on gameplay than on cutscenes, it's probably done for size compression.
