When I did my Excursion bumper I started out similar but ended different. Just used the whole 6x6 .25in box tube complete. But welded on the brackets and installed it. Then did flat gap filler templates on either side, welded driver side one on. But passenger side one got a 4x4 square hole and a hatch so I could use the inside of the rear bumper for storage. Yeah not exactly a lot of space but I've got some shackles and heavy anchor line in it.

Wasn’t on video but the plate can go in the center of the bumper or mounted on the tire carrier.
