Fox Terriers (in my humble experience) have typical "little dog syndrome". They're usually the smallest in the group, and will compensate with a "big" attitude which can be quite aggressive.
Your claims of her being possessive over toys and food, and wanting to control play confirms that to me.
When presented with a new friend that's smaller and weaker.. she doesn't have to "Act big" and can take a step back and relax.
