If you look you will see he reappears in I Can't Feel My Face and he is the one who sets Abel "on fire" which is a metaphor for him becoming a superstar. Abel tries to kill and bury him but he pops back up in The Hills to show he cannot be killed. The guy also appears very briefly in Blinding Lights and that is what caused Abel to start running (You seem him passing in a limousine just before Abel panics and starts running) As for the man he was part of the Glam Punk scene and is/was a musician. There are a few articles explaining him. He also is depicted in Snow Child with his Devil Horns representing Hollywood

Abel dies at least once in almost every album lol And that song he was going into at the end was Real Life. It’s the first song on the album.
