For anyone wondering why the vaults didn't appear. They have a chance to spawn. Change the difficulty and try again, if it's still not there, try the next spot
You will need to find a standard 'Encrypted Vault' (which spawn randomly), then enter the vault and complete the code by stopping the rotating ring in the correct section.

Most of the vaults aren’t here for me
They appear at random, the best bet is to go to a different area and come back.
You have to be on normal. Your most likely on hard which makes them somewhere else
