From the official Website of the US Embassy to the Philippines:
“Entry to the Philippines: Although travel to the Philippines is now permitted, U.S. citizens should know and comply with arrival and departure requirements as promulgated by the Philippine government , which generally include the following as a minimum:
* Being fully vaccinated, except for minor children below age 12 traveling with fully vaccinated parents who can present acceptable proof of vaccination. Unvaccinated foreign nationals will not be allowed admission into the Philippines, and;
* Passport valid for at least six (6) months at the time of entry.
When making travel plans, check destination-specific travel requirements to avoid unnecessary delays.
Foreign nationals who are fully vaccinated with at least one booster shot are no longer required to provide a negative RT-PCR test, provided they present proof of vaccination along with their valid passport; see IATF Resolution 168 for more information.
Foreign spouses and/or children of Filipino citizens and former Filipino citizens with balikbayan privilege under Republic Act No. 9174, including their foreign spouse and/or children who: (i) are not balikbayans in the own right and (ii) are traveling with them to the Philippines - who are unvaccinated, partially vaccinated and do not have boosters, are subject to quarantine upon arrival. You have the option to choose your quarantine facility. A list of quarantine facilities is available on the BOQ website .
The Philippine government requires all arriving passengers to complete a BOQ electronic Arrival Card (eArrival Card) . This includes children. You can register up to three days in advance of your departure for the Philippines through the BOQ’s eArrival Card webpage . Remember to save a copy of the transaction number and QR code, which will be required by Philippine immigration authorities.”

Hello Sir. Last year September I’ve applied for dual citizenship here in Manila Philippines. As of now I’m still waiting for my certificate. My balikbayan visa expires in 3 weeks.Do I have to extend my balikbayan visa or am I considered as Filipino citizen, thanks
If you are a former Filipino citizen and your entry was through the balikbayan program, you should be entitled to 1-year stay visa-free. Why do you have a bakikbayan visa?
For spouse balikbayan can we leave the Philippines travel to say Thailand then come back same-day an my spouse clam balikbayan or is there a time period you have to be out of the country
The visa-free entry for balikbayan can be availed of multiple times.
Hello po! I am not a dual citizen yet since I just got naturalized 2 weeks ago. Can i still avail the Balikbayan privilege?
Yes.
I am former Filipino Citizen who intend to stay for good. How do I go about it, requirements. Thank po.

Hi po, I would like to apply dual citizenship. I am currently in Australia. How do I go about this?
If my spouse is also male (we’re same sex couple), would he qualify for the balikbayan privelege?
Asawa Ko and I were given balikbayan January through March 2022 with our same sex marriage certificate apostilled. Not sure if still available now that the Philippines borders are open.
I' am a British passport holder travelling to the Philippines next month, my old Philippine passport already expired could I still present it at the immigration upon arrival to avail the balik bayan program?

@@YourLawyer Thank you.
Philippines is the only country I know that is so stuck with Covid Vacc Card, WHY?
British passport holder po expired na yung Philippine passport ko gusto magstay for Good sa Philippines na no need to visit UK. Ano po ang i apply ko una balikbayan programme or 13G visa?
You can avail of the balikbayan program, then apply for 13G visa while in the Philippines.

Do I need return ticket?
Per IATF Resolution, return ticket is not required for balikbayan. But there are airline companies that require. You need to clarify it with your carrier.
HELLO PO ATTY. I AM FORMER FILIPINO WITH PASSPORT ITALIAN CITIZEN .MAGBBALIKBAYAN NON OFWS.PAANO PO KUNG MAG OOVER STAY MORE THAN 30 DAY
For former Filipino citizens with foreign passport, 1 year po ang allowed sa inyo. You can even apply for extension sa Bureau of Immigration if you want to stay longer than 1 year in the Philippines. Just present either your old Philippine passport or your birth certificate to the Bureau of Immigration on your arrival to prove that you are a former Filipino citizen.
@@YourLawyer THANK YOU SO MUCH
Pwede ba mag stay ng 4months kahit di pa dual? US citizen po ako.
If you are a former natural born Filipino citizen, you can stay up to 1 year visa-free. Just present your proof of citizenship to the Philippine Immigration Officer: Birth Certificate (preferably PSA-issued although LCR-issued should be acceptable by now) or old Philippine passport.
...Questions Sir, former Pilipino Citizen ako, gusto kong mag Balikbayan, kaya lang wala akong Old Philippine Passport, saka Birth Certificate galing sa PSA...ang meron lang ako eh yung Old Philippine Birth Certificate galing sa Municipyo namin, way back in 1972, saka meron din akong Marriage Certificate nung ikinasal ako sa Pilipinas nuong 1975, also Certificate of U.S. Citizenship dated 1984...meron din akong US Passport...sa palagay mo Sir, puede ba akong mag Balikbayan at mag stay sa Pilipinas ng isang taon?...thank you...
What I know is that the Bureau of Immigration recognizes only either the old Philippine passport or the PSA-issued birth certificate. I would suggest that you request for a certified copy of your birth certificate from the PSA. You can do it online and it will be delivered to you by mail. This is the PSA official website:

@@YourLawyer • is the Birth Certificate issued by the then NSO (now PSA) valid for submission? I've read several comments that the Consular office in LA didn't process applications because of this.
Although it is my stand that under the new law, they should accept the Birth Certificates issued by the local civil registrar. I am referring to REPUBLIC ACT NO. 11909 (July 28, 2022), “AN ACT PROVIDING FOR THE PERMANENT VALIDITY OF THE CERTIFICATES OF LIVE BIRTH, DEATH, AND MARRIAGE ISSUED, SIGNED, CERTIFIED OR AUTHENTICATED BY THE PHILIPPINE STATISTICS AUTHORITY (PSA) AND ITS PREDECESSOR, THE NATIONAL STATISTICS OFFICE (NSO), AND THE LOCAL CIVIL REGISTRIES, AND THE REPORTS OF BIRTH, DEATH, AND MARRIAGE REGISTERED AND ISSUED BY THE PHILIPPINE FOREIGN SERVICE POSTS”.
@@ji-indi8669 They should accept the NSO-issued birth certificate. There is a new law on that - REPUBLIC ACT NO. 11909 (July 28, 2022) - ACT PROVIDING FOR THE PERMANENT VALIDITY OF THE CERTIFICATES OF LIVE BIRTH, DEATH, AND MARRIAGE ISSUED, SIGNED, CERTIFIED OR AUTHENTICATED BY THE PHILIPPINE STATISTICS AUTHORITY (PSA) AND ITS PREDECESSOR, THE NATIONAL STATISTICS OFFICE (NSO), AND THE LOCAL CIVIL REGISTRIES, AND THE REPORTS OF BIRTH, DEATH, AND MARRIAGE REGISTERED AND ISSUED BY THE PHILIPPINE FOREIGN SERVICE POSTS.
@@YourLawyer • then, there could be lack of awareness on applicants &/or the Consular office of this new law of July 28, 2022. Thanks for the update, sir.
Do these privileges apply to married same sex couples? Many thanks
Question po on legal terms.
Just want to verify.
Kasi there are people who keep arguing about this.
My statement: Not all Balikbayans are Filipinos. There are Foreigners that were former Filipinos that are considered Balikbayans if naturalized in country listed in EO 408.
Is my statement wrong?
People keep arguing that ALL Balikbayans Are Filipinos.
And I keep saying no as former Filipinos are, by law, already considered foreigners.
I hope you can shed some light.
I agree with you. A former Filipino citizen is a foreigner in the eyes of the Philippine law. However, for purposes of the Balikbayan Program, a former Filipino citizen is considered as a balikbayan.
@Lily S • yes, i absolutely agree with you that the term BALIKBAYAN doesn't apply to Filipinos only who stayed abroad for a certain period or years (e.g. OFW's, Permanent Residents) but also to Former Filipinos, now considered foreigners as a result of naturalization in another country. Former Filipinos, (in effect foreigners) are also entitled to the Balikbayan Program of the Phils.
@@ji-indi8669 That is correct.
Myself have dual citizenship, every time I travel to the Phils. with my husband and my kids, I always avail of the Balikbayan Program (RA 6768) , to which my whole family enjoy a 1 yr visa stamped in their passports. however, you have to inform the immigration officer that you want to avail the BB program. There might be some documents required to show, to be able for the family to fit the program.
Thank you for sharing your experience.
@@YourLawyer You're welcome, Sir... We'll be coming back soon in God's grace....God Bless Your Program.
What particular document/s did the immigration officer ask you to show?
@@ji-indi8669 you have to present a valid Phil. Passport; an identification certificate or a cert. Of Re-acquisition; Retention of Philippine citizenship to be admitted as Pilipino citizen. These documents are double check from the immigration database coz all Pilipino dual citizens applications are sent to the Phil. Statistics Authority for record purposes. This documents are also sent to the Phils. from the Phil. Embassy of the country that you applied. We are also provided our own copy of these documents & officially stamped & notarised. TY
@@vikings9123 • i am not a dual citizen but i wish to apply soon when i take my vacation come march, 2023. Do you think my old philippine passport is sufficient enough proof to avail of the balikbayan program?
