I found Throt's campaign to be a lot harder in WH3. Kislev aren't a pushover any more and you have fewer heroes to use (which I use a lot), so a slower start is the way to go imo. I ended up taking a settlement in Throgg's region and selling it back to him for a peace/trade deal and then marching onto kislev. Once you have Kraka Drak at tier 4, then brood horrors are available and you can steamrolling south.
I personally wouldn't go north once you have enough territory to get 120 food you should be level 5ing single/two province human cities as they are the best for defense/economic/food gain and level 4ing if u cant reach it early to get brood horror doomstack. I wouldnt take over/raze ostermark as you can sack two cities simultaneously farming your xp and food. there another 2 sack city near slaneesh faction as well.
imo throt is the strongest lord for the skaven for his instability explosion ability for brood horrors. he has the fastest clear time with any army as you can blow up 15-17+ units instantly causing instant leadership breaking winning a battle in less than a minute. plus brood horrors have health regen making them untouchable after the battle.
When doing anything diplomatic there is an option to balance the offer. It’s useful in a lot of ways. Some one wants a peace treaty? Hit the balance offer and see if they will pay you. Etc.
One of the easiest campaigns. Only threats are Kislev kostaltyn is the first lord you fight and he’s easy with what you have in your roster. Katarin in the second but she’s getting destroyed by chaos by the time you even focus on her. You have throg, azazel, festus and Archaeon near you but they are all friendly. I would avoid this campaign if you want fun, I mean you could just attack everyone which is what I did but once those lords are gone it gets a bit meh

A lot of this campaign is now much much more difficult with after Malakai is now starting up in Kraka Drak.
Hell yeah, brother.
Whose the most powerful skaven lord/faction/campaign
Eshin.

How do you sell sell territory to other factions?

You can trade bordering settlements with neighboring factions in diplomacy menu
