Can I use 50Hz transformer in 60Hz system and vice versa?

Nowadays, all types of electrical transformers can work using a dual frequency system, namely 50/60Hz without any weaknesses or losses in the performance of the transformer even with the same voltage.

Of course you can design a transformer to do that if it is intended to work in double frequency. However, if you design, let us say a distribution transformer in 60Hz system, we usually select B to be around 1.85-2 T and hence if you use it in 50Hz then saturation will happen.

Does the short circuit current is diffrent at 400HZ as an exemple or it will study as per the standard of IEEE 1584 - related to 50/60HZ

The transformer core will saturate around this frequency so most likely you will still have induction at 400Hz. For the short circuit, do you mean during short circuit test to measure load losses or during fault? And from where this 400Hz will come.

Going from 50 to 60 Hz is not an issue as the flux density will be less.

Moving from 50hz to 60hz should not be a problem for a transformer but the microwave has other parts. Please see this answer:
