Kara could have reported on the story, herself if she wanted to. So, aside from putting Lena's position and safety in danger here, Kara's demeanor towards Lena is a bit cold. There are zero romantic signs in the first scene. And, if there is one, it's very toxic, indeed.

I can imagine a big plot hole here, just to continue with this character who has no history in the series, and no reason to exist anymore, 2 reporters: Nia and Kara... He is by side Lena on a mission, doesn't make any sense , it's just a lazy plot to save this character...phew
