For the past few months, a small park in northern Paris has been the closest thing to a home for a group of Moroccan youths who illegally entered the European Union. Most are teenagers but some are as young as ten. Living rough on the streets, they smoke, drink alcohol and commit petty crimes. Their presence in the neighbourhood has sparked both anger and pity amongst locals. And while some social workers are providing them with a basic level of support, authorities are a rare sight.

These undocumented minors should be house in federally funded schools where they can have permanent shelter, structured schooling, 3 meals a day, Healthcare and part time jobs cleaning, cooking and maintaining the school and it's grounds. The education should be focused on historical and cultural studies of France, Europe AND the countries they come from so they can more easily integrate into society while retaining their own language and culture. They should also be taught trades and business studies in order to help guide them into a possible career and give them skills that make them employable. I know this may be expensive but the economic and social costs for dealing with uneducated people on the street would be exponentially higher.
What government want spend all that resources in these people? is more cheaper send them back to their countries with their families and help them there using the same idea as you said. Europe are struggling to cope with more poverty and I'm sure lots of these kids never gonna adapt properly and gonna be a waste of founds and effort.

Reason why those teens end up immigrating is dropping out after lacking parental guidance/support or simply not meeting the minimum standards required to have a job even after graduating due to their low scores and poor efforts. long story short they end up being drug addicts and only having minimum wage jobs that pay 10$ a day for 12hrs of work. We have jobs & education but barely any awareness and i blame it on our traditional culture.

A lot of these kids stop in Spain, a lot of them to Barcelona, so there's a misrepresentation there. Being Moroccan some of them speak French, so that could be an incentive to go to Paris. In terms of social services and opportunities both cities offer about the same. Crime is much higher in Paris, so it's more dangerous for them, however.

Get in touch with their family and friends at home. Get detailed stories from all sides. Document it. The look how it can be prevented and dealt better with in general so this can be a learning lesson for everyone. Then send them back or let them be adopted in europe, france or Morocco.

I don't know what the compassionate answer is. Of course children should not be on the street, but how can you explain to the European taxpayer that they must incur the cost of providing housing, food, education, jobs and health care to people from other parts of the world?
