Seeing this 3 years after post... definitely on the right track, to me I think you are missing one person from the "worst" list but if you were to do it over today, I'm sure you nail it... this person would need their personal sub category in the "worst" column

Bustamante achievements were not highlighted...he built over 80 Elementary Schools..it was Bustamant who caused UWI to be built in Jamaica rather than Barbados where it was planned

Edward Seaga achievements need a library...over 100 institutions...UDC...JAMPRO..SLB...He built Porrmore...he created Devon House ice cream..be built a craft training school on Spanish Town road..the PNP closed it down and turned the building into Horizon Prison
Look how much programs and policies that evil discontinued when he became PM....most of Seaga's accomplishments were not as PM but as Minister under other PMs..we must be truthful and stop it

Firstly, the left out MM, QC, National Hero of Jamaica (4 July 1893 - 2 September 1969), was a Jamaican statesman. A Rhodes Scholar, Manley became one of Jamaica's leading lawyers in the 1920s. Manley was an advocate of universal suffrage, which was granted by the British colonial government to the colony in 1944.
His massive investments in modernization of Jamaica's infrastructure and restructuring of the country's financial sector are widely credited with having led to Jamaica's greatest period of investment in tourism, mining, ICT and energy since the 1960s. He also ended Jamaica's 18-year borrowing relationship with the International Monetary Fund, allowing the country greater latitude in pursuit of its economic policies. In 2002, when Patterson led the PNP to another general election victory, but with a much-reduced majority of 34 out of 60 seats. He became the first Jamaican prime minister to be sworn in for a fourth consecutive term.

I think Michael Manley was more popular but not all Jamaicans would think he is the best because have conservative older people just do not like him for his close friendship with Fidel Castro who worry would turn Jamaica into communist country. He get elected but during Cold War era the US cut Jamaican AID. But I think he was brave man and he did not turn Jamaica into communist nation

Response to PM Manley's cons: Venezuela came to mind while I read Manley's cons.In my opinion I see a striking similarity,minus the end result,with Venezuela.I see an external involvement in Jamaica's political affairs.
