I heard that the reason they do that is because it hurts their ears. Dogs/cats have special ears, aka hearing, meaning they can hear things better than we can, like sirens for example are too loud for them, it hurts them. I wouldn't recommend doing this to them either. I don't think it's something to laugh at either too.
