Your basically faking the game into thinking it's online when your actually faking it for offline play the vault error occurs when trying to play online without internet access 😁
Dude, there's no steam_emu in my files. I checked on the steam common files, i checked in my documents > my games, i checked everywhere. Should i download one and paste it in there?
No if you run it with the internet enabled you get the error , if you do these steps while offline you wont get the error even when you go back online just as long as you block the game exe from accessing the net. so basically you do this fix offline then block the games exe then run it back online and you wont encounter the error again :)
Yeah, I decided to play for the first time. Skag Gully literally won't load and the game just locks the whole PC (can't even Alt+Tab to force-close the game). I get no error or the window you've shown - it just keeps on loading and nothing happens. Even the Unofficial Patch (which helped fix a lot of other errors) didn't help with this one. What's even more infuriating, is the fact that this is happening when I want to travel to kill the Nine-Toes guy, so I literally can't progress because of it...

I had to copy all the steam files from E:\PLAZA\Binaries\Win64 to the corresponding folder for the game install (for me it was B:\Games\Borderlands Game of the Year Enhanced\Binaries\Win64) and allow the system to replace the files. seems to work fine for me now! :)
Try and edit it as Run as administrator if that doesn't work open the file then save it to your desktop then edit it there and delete the steam emu.ini file in the games root directory and replace it with the one on your desktop you just edited and it should work.

To run Borderlands 1... You need to run it with an internet connection. Whether it be Ethernet or WiFi...
