Yes they probably should, but the Chicago Fire Department has “Media Affairs Officers” (same thing as a PIO), and there are Battalion Chiefs and other higher-up brass, including the Fire Commissioner, who have spoken at press conferences. They do it with whomever they deem necessary at that time.
Having given several interviews as a FDNY Chief I agree, while raised in the Bronx I enjoyed talking to the media and I knew what they were looking for in a interview, you must sound confident and knowledgeable, not everyone can handle the media.
