Those are not the floats, they are the needles and seats, some used a taller style adjustment nut. You should not have fuel coming out of the bowl vents when adjusting the floats, use the sight plugs on the side of the float bowl. Check out Thunderhead289 he has good Carb vids.
Are the floats brass or plastic? Shake them make sure that floats don't have gas in them. One more thing usually when you have a power valve plug usually change jets out to 8-10 sizes bigger. Most jets I have seen are somewhere around 67-72. Hope that helps.
