      "An object in motion remains in motions unless acted upon" is literally one of the laws of motion.
      Speed itself is relatively harmless, yeah you're going at 300kph, so what? Almost nothing is acting against you all that energy is still speed. Now hitting something at that speed would crush you and your vehicle meaning all that kinetic energy you generated suddenly becomes potential energy because K.E.=P.E. meaning that now, once you do crash, you have 300klh worth of energy to discard and where better can that energy to than to you, your vehicle, and the object you crashed at.
      We move at like 1,600 kph due to the Earth's rotation speed and we're perfect fine. Now stop the earth for just a split second and now everyone is dead, there's big ahh tsunamis, volcanoes would erupt and the continents would rip apart. Why? Because we suddenly stopped.

      That’s gonna be a painful death most likely. They would keep going 800 mp until they reach the water surface. They would get thrown in the middle of ocean with a high speed which on the impact would kill or get their buddy broken. Which will make them drown and die.

      That's not how physics works my man. You'd be moving slightly slower underground, but 800 500 or 200 mph leaves you as paste regardless. Unless you're talking about being at the earths core, where you wouldn't move at all if the earth stopped, but you'd be dead or gaseous due to the heat.

    Keep in mind, the oceans would also keep moving at 800 miles per hour. So, the pacific ocean would crash over California and end up washing down the rocky mountains, and those great lakes and gulf of mexico wouldn't be good news for the east coast, and even more fun, is the water has to go somewhere after it is done crashing due east. It's going to come back the other way.
    To say nothing of the mountains themselves falling over or the crust of the earth sloshing about. You have to decide what part's "the earth" and what part keeps going, and no matter where you put the dividing line, everyone is dead.

      The question specifies "for a second", after which Earth presumably start rotating at the same rate, so water wouldn't really keep moving, but a bunch of water would be displaced however much it managed to move in that single second, would almost certainly cause some very turbulent and unique wave patterns in the oceans.

    Based on the answer he gives, the question sentence should include " brusquely". But If the Earth gradually slows down and stops for one second and then gradually re-accelerates to its normal speed, the scenario he describes would not happen. However, there would probably be other inconveniences if the Earth so much slows down to too low speeds. But remember, the Earth rotates on itself and revolves around the sun at the same time. If the Earth's rotatory movement should slow down or even stop, wouldn't that affect its revolutionary movement around the sun and cause far worse situations.?
