    Interesting! I'm an auto claims adjuster in the States, and I don't think we have anything equivalent to this in the U.S. In busy areas, police simply won't respond to non-injury accidents; they'll just tell you to exchange information and let the insurance companies figure it out. I've even seen crashes in L.A. that sent people to the hospital only to find out that LAPD didn't write an accident report. Of course, it's a lot easier for insurance companies to write estimates from customer photos taken through their insurance company's version of CCC QuickEstimate or similar tools.
    I don't think the tow truck situation's gotten any better in Ontario. I had one claim with a customer who was part of a four-car rear-ending on the 401 that totaled three of the four cars and sent a passenger to the hospital. When I finally got the full report from OPP, it mentioned that several tow truck drivers who responded to the scene started fighting and had to be broken up by responding officers. Wild stuff.
