Agnipath: 'Degrades Military's Combat Effectiveness; Agniveers are Barely Trained, just sentries’

    In forceful and outspoken criticism of the Agnipath scheme as it exists today, one of India’s most distinguished former Navy Chiefs and a former Chairman of the Chiefs of Staff Committee, has said that it will “degrade combat effectiveness” and that Agniveers are “barely trained” and only fit “for sentry duties”. Speaking specifically about the navy, Admiral Arun Prakash says “it must be recognized that at least 5-6 years are required before a new entrant can acquire hands-on experience to be entrusted with the operation or maintenance of lethal weapon systems and complex machinery and electronics.” This means that the 6 months training an Agniveer gets is woefully inadequate and, anyway, after 4 years he ceases to be in service. Therefore, as far as the navy is concerned, an Agniveer is probably never adequately trained.
    In a 25-minute interview to Karan Thapar for The Wire, Admiral Prakash very forcefully argued that the military “is not a laboratory for social engineering or reform”. He also said the Agnipath scheme should have been brought in on a trial basis and not enforced on all three services at one go. He also believes that the time when the scheme was introduced was not “the best time to cast the armed forced - already short of manpower - into turmoil with a radical and untried new recruitment system”.
    Speaking specifically about Agniveer Ajay Kumar and the controversy over whether his family has received ex-gratia payment from the army following his death, Admiral Arun Prakash said that the 98 lakhs insurance money they have got is not the same as ex-gratia. He said he could not understand why even after 6 months the ex-gratia has not been paid. In the case of a regular jawan it’s paid within a few weeks. Admiral Prakash said this delay is most “unfortunate”.
    Admiral Arun Prakash pointed out that there are significant differences between Agniveers and regular jawans and these are not just to do with length of training and length of service but also with the facilities they can avail of and the fact that Agniveers do not have a rank and carry a badge on their shoulders identifying them as Agniveers. Admiral Prakash said this will have a significant detrimental impact on the fraternity and bonding i.e. esprit de corps of the armed forces.
    Admiral Prakash’s forceful critique of the Agnipath scheme raises the critical question how come recently retired or serving service Chiefs accepted this scheme as it stands and, in many cases, went on to forcefully defend it. Those are questions that these gentlemen must now answer.
    I do not know of any other former service Chief and former Chairman of the Chiefs of Staff Committee who has so forcefully critiqued the Agnipath scheme, pointing out the significant differences between Agniveers and regular jawans, the detrimental impact on bonding and fraternity between Agniveers and regular jawans as well as between Agniveers themselves and the detrimental impact on combat effectiveness. As far as I know, no other retired Chief has addressed this issue so comprehensively and so unequivocally. I, therefore, strongly recommend this interview.
    I have only given you the main points made by Admiral Prakash. There’s an awful lot in the interview that you must see for yourself.

      Agniveer who get selected for the Indian army will continue training like other army but once’s who are not selected can pursue other careers or higher education with the lump sum they get! Many countries do that. Nothing new. Check the budget breakdown for the army. Post of the army funds go in salaries n pension. Army doesn’t have funds to upgrade the artillery with modern equipment n weapons. That can endanger the country n army when in a war with China which is spending a huge amount on it.

      @@SachinKumar-ew2gr Galway was a conflict n not a war!!! Come on!! India n China have an agreement to not use weapons in its borders n hence there was a hand to hand fight with crude objects! In a real war, that won’t be the case! Follow the military bases China is building near our borders!! Please follow these news n information which is easily available. In today’s modern day when all information n news is freely available, there is no excuse to be so uninformed!

    Had the opportunity to meet Admiral Arun Prakash years ago in the Andaman Islands. At that time Vice Admiral and I mentioned to him that he would one day make Admiral. A gentleman and a distinguished officer!
    Excellent opinion and views on the Agnipath scheme - hope the govt takes heed.

We just not need soldiers we need high morale well trained soldiers whose only job is to defend the nation whatever may be cost be it his life . Any reforms which degrades the combat efficiency of our defence forces is not worthy

    Great interview! I am an ex Navy person served during Adm Arun Prakash tenure. I have undergone 3.5 years of Technical training and .5 year of OJT, before being allowed to initially clean, place chocks, bring tools, housekeeping, etc on the anti submarine aircrafts and helicopters. I had to appear an exam to get a 'qualification to maintain' (QM) to do certain maintenance activities, such as before flight and after flight servicing, then another exam for Qualification to Sign'(QS) to sign of the service documents of these complicated machines! Before each promotion, I had to appear before an examination board ,write exams and interviews to qualify. I was always apprehensive about agniveers in Navy and Air force especially, how a new recruit with barely 6 months training can handle these scenarios.! Thanks to Adm AP in articulating these concerns even before the scheme was in pipeline.

    I believe Agniveers will be used as Private Militias (maybe within RSS) after their 4-year tenure. Remember that quote "Army takes months, RSS can prepare a force within 3 days". Clearly there is a bigger plan in works.

      That was one among my fears, 2 years ago. But having met some of these agniveera, I find that they are poor, near destitute people who out of desperation for a better life are willing to take any employment. I now feel this criticism is harsh.

      @@aaraar4055 While I agree to some extent. You cannot imply that for all Agniveers, but please consider the scenario when they are out of jobs, trained to combat to some extent and a political force out there with money and intent to dominate and nasty designs. That's scary.

    Navy Chief Admiral Arun Prakash is one who will call a spade a spade and not fear Govt. action like so many others we have seen ! I was surprised to see some officials fear their own Govt of the day, perhaps for loss of pension or falling out of Guv. good books ! How would such people be able to protect the borders of our glorious Nation, if they cannot stand upto & confront their own Govt. on a critically important issue which involves their own Department [The Armed Forces], esp. when it could debilitate curb & cripple its power & strengths ?

      @rnmishra7001 Out of the three chiefs, he was the first one who put in writing that he had an objection to Lt. Colonels and their equivalents in the other services being placed in one pay bracket lower than they were eventually placed in, which would've caused most military officers to receive less pay and skewed pay-parity with their civilian counterparts' favour even more.

    The Modi government has been reckless in handling the security of the nation. It has no money to pay the pension of the ex servicemen but is happy to write off the bad loans of the corporates and reduce the rate of corporate tax.

    Not filling up lakhs of vacancies in the govt sector for a decade, finance minister not able to give report on gst,selling off all public sector infrastructure and establishments ,petrol diesel, cooking gas price soaring unabated etc and then comes agnipath, the country's fiscal health must be in shambles and Modi's govt trying its best to cover up.

      The scheme needs correction but why discard? India can’t afford to keep such a large army at the cost of not having money to upgrade weapons!!

      @@ASeeker-9999 reduce budget allocation on other areas and increase for defence. Instead leaving arms trained youngsters into mainstream is a disaster. There is short service commission already which could have been tweaked. This is was poorly designed and intentions are suspect as it's a scheme designed by politicians. Also spending money on unwanted things like new parliament, MP benefits, new India one plane and other nonsense perks for these politicians is criminal when there is budgetary constraints on national security.

      ⁠@@mittemariWhich area of the budget would you like to be cancelled or reduced? Infrastructure? Education? Space? Every area has its own value. Indian parliament construction is only Rs 800 crore one off cost. Defence budgets are much higher n annual. Plus have a bomb shelter as a security measure in a parliament which was previously attacked by terrorists is more of a necessity rather than a luxury! Our Defence budget is fine for a low income country but most of the budget goes in salary n same amount goes in pension. India doesn’t need that a large armed force but needs a buffer force in an event there is a shortage during an unprecedented multi faced war! Countries all over the world ask youth to train in armed forces n then carry on with their regular careers. It’s not unusual. Defence budget to modernise the army needs to be huge considering China has been investing in it in decades but India had not. We are already lagging behind. Our borders were not developed but China did. China has modernised it military rapidly. We need to catch up. Having a huge permanent army but not having modern artillery for them to fight with will lead to a repeat of 1962. What is the point? What do you think will happen to our army men if they have low calibre weapons compared to Chinese? They n the country will be put at risk.Army should not be seen as an employee scheme! The main priority for the army is not employment but it is to protect the nation! Compromising national security to provide longer employment makes sense to you??
      Government should find more job opportunities for the remaining unselected agniveer’s in other security jobs. They can increase reservation in police n other security services for Agniveer pass outs.

    Unfortunately, most of the media channels are championing the stand of Government and that of Hon’ble Defence Minister.
    Interestingly, a well known journalist, who was very vociferous against Chinese incursions, now defending Govt action on deceased agniveer.
    That’s the hypocrisy today.

    I have deep respect for Arun sir. He has served in the Indian Navy and was also seconded to the Indian Airforce in 1971.
    An interesting fact about him is that during an attack he destroyed a PAF plane (alongside others on the airfield) which the local government officials (along with Chuck Yeager) used for Fishing trips. Chuck Yeager, who then was a military adviser to Pakistan, took personal offence to this.
    Note: Chuck Yeager was the person who broke the sound barrier for the first time, in 1947, in a Bell X-1.

    Agniveer tenure was too short to be an effective scheme for the military.
    It appears that it was a scheme to serve as a filter to retain soldiers that would be loyal to the future rashtra in making.

    Was getting confused listening to some other fairly senior retired officers of the army who were praising the Agnipath scheme. Finally, I am certain ,listening to Navy Chief Admiral Arun Prakash that the scheme should be done away with ASAP.

    This is a class struggle, Agnipath will fall the very day officers are subjected to it and the jawans are offered pensions.....All officers be it IAS/IPS, CEO in a private company or an officer in the forces , they enjoy all the perks, fixed increase, promotions( Sunami promotion scheme? Nobody talks?) unlimited pension and what not. It is only the lower cadres who are a requirement but kept as contractor/Agniveer or a better terminology "Use and Throw".

    Good educative video. Initially Admiral Prakash was attempting to soft pedal over the scathing comments he'd made in his article over two years ago but Thapar was having none of it.
    As the interview progressed however, and the ola faujis blood heated up, he came out to stand by what he'd said. Good work Thapar.

    I think there is , somewhere, a desire to have a model like the one Israel has. Where full time soldiers in uniform are backed by a much larger reserve force. But in the IDF, the reserves go through refreshment training every year

    An EXELLENT interview, as usual, by Sri.Karan Thapar, with Sri. Arun Prakash Admiral (Retd) in Indian Navy, on the short-term AGNIPATH scheme of Defence Services, shrouded deeply in mystery and controversies.
    The interview does clearly indicates the inadequacies in it's Current Avatar owing to hastened introduction, allegedly, without deliberations and detailed discussions with Chiefs of all 3 Wings of Defence Services by the Government.
    The interview clearly delineates how the AGNIPATH Scheme *Degrades Effectiveness of Military Combating Power* including disparities with those of Regular Recruits.
    The interviewee- Sri.Arun Prakash has avoided, tactfully, his reply, when asked, specifically, about the validation of the statement made by the Defence Minister on the payment of compensation to the berieved family of an Agniveer. However, the purport of interview clears the air and valdates the Correctness of the statement made by Sri.Rahul Gandhi, in the Parliament and the incorrect and unauthenticated counterer by Defence Minister.

    Agniveer template is part of Gujarat model where from no one joins the army. Basic premise is that India would not have a regular war, so why to waste money of salaries and pensions. Soon Adani may start a recruiting agency with a so called promise that he will absorb part of those pushed out of Agnipath scheme.
    Admiral Arun Prakash be taken seriously.

They will also get a job in other security forces. Many countries do that. Nothing new. Check the budget breakdown for the army. Post of the army funds go in salaries n pension. Army doesn’t have funds to upgrade the artillery with modern equipment n weapons. That can endanger the country n army when in a war with China which is spending a huge amount on it.
      The scheme needs correction but why discard? India can’t afford to keep such a large army at the cost of not having money to upgrade weapons!!

After their training, they carry on with other careers. Agniveers are similar to that! The agniveers who get selected for army will be 24 *7! Ones who are not selected will still get a lump some money n certificates and reservation in other security jobs like police etc. they can use the lump some money to study or start a business too. Government can improve the scheme and increase the reservation for Agniveer in other security jobs but scrapping the scheme will be detrimental for national security! Army needs budget to modernise the weapons! Army’s main job is to protect the nation not provide employment at the cost of defence!

    Defence Forces should be the last to have such pension saving schemes. Should start first with MPs and MLAs. No PM to have more than one tenure. Next bureaucrats and those in civil departments. Last in defence forces. Also applied across all ranks and designations and groups, including officers and leaders. Then the merit of such Tughlaqi schemes will become evident

    The Government has bankrupted itself these last ten years and expects our men in uniform to save some precious, infact the Forces need to be upgraded with highly trained men and some real brute force machinery!
    Well, you can't expect much from these, our " honourables", who busy themselves on building temples!

    The Most important issue is What of the service getting from a recruitment Who is less trained rather than what benifit of that less- trained man gets .
    AND importantly those 25% getting absorbed , Will they get more TRAINING or not ?
    If Yes , is it the right way to TRAINING army-man in suppliment ?
    If NOT , what type of army we get in long run .

    I don't understand what verification is required.
    When a person dies in action it is treated as top priority. The case is settled at once. Having been on the rolls of the offices dealing with pay and allowance all my life, i wonder where and why the delay.
    With no training the Agniveers are just gun fodder. The number of tests and then certified. I wonder how such short training will help anybody

    Ye to hona hi tha - when you get inexperienced & uninformed business-oriented people to take critical decisions [essentially domain of martial class], for Armed Forces, values like "die for Nation, honor of Motherland, the marte-marte rehnewala "baankpan" so characteristic of the Indian Jawan all are forced to take a backseat vis-a-vis saving petty cash here & there and smiling that one-up-manship smile which says, "look how I fooled you - I'm a smarter con than you thot I was!" Just like a tea vendor at some station prides himself on his "smartly" saving some tea here and some milk & sugar, not returning cash due to customers - thereby fooling his customers & smiling that telling smile at his friends !

    The salary, leave, gratuity, CSD, Medical facility, ex-servicemen status etc. are same for of SSC(Short Service Commission) officer and PC (Permanent Commission) Officer. However, salary, leave, gratuity, CSD facility, medical facility, ex-servicemen status are different for Jawan and Agniveer?

    I strongly suggest that the Ambani and adani and other corporate scions should have served in the ARMY, AIRFORCE OR NAVY TO BE ELIGIBLE FOR INHERITANCE OF THEIR FATHER'S BUSINESS IF NOT THEY SHOULD PART WITH 50 PERCENT OF THEIR WEALTH AS INHERITANCE TAX.

    Example of shortage of troops and poor training is seen in Manipur.
    The 57 moutain division sending troops for aid to civil authority is clearly showing shortage of troops.
    Jawans of electrical and mechanical engineer are used as jawans with weapons out of workshop.
    The troops of mahar regiment wearing torn dress not seen with any officer or juniour commission officer
    So do hope defence minister is seeing this .
    The respect for army is gone

    Increasing the tenure without paying pensions will be worse. The age range for entry is 17.5 to 21 years. So the Agniveer exist at the age of 21.5 to 25 which enables them to find employment or go for higher studies and then get married in a few years. If the period is extended to 7 years, they will exit at 24.5 to 28 which is too old in Indian context when arranged marriages are most common. Increasing retention to 75% means that there is hardly any difference from the old scheme.

    Agniveer is a start. It will be improved. Israel, Singapore have mandatory 12 month conscription for all turning adults. Agniveer is an option. Why aren’t all college grads required to do rural service? Why just medical students.
    .Norway's military service is mandatory and selective for all citizens between the ages of 19 and 44. The Norwegian Armed Forces select candidates through online assessments and physical tests, with an acceptance rate of around 17%. In 2023, 36% of the candidates selected for physical tests were women.

    Can former Navy Chief Admiral Arun Prakash enlighten when officer of Indian Navy use sailors like person servant for personnel work, will this help boost morale of sailors. A 30 years service MCPO 1 has to asked a Midshipman just born in navy permission to go on short leave. Seen submarine exploding in port and ship colliding when he was in service.

    Military service is not for employment, it is for the protection of India. Agniveers is getting posted after 5 years if they are eligible. They have also the chance to withdraw from service after 5 years. Other military persons I have no chance to relieve even if they are not interested to continue. By selecting one fifth of agniveer to service efficiency increases. Government service is not forgiving employment to people. It is for the efficient running of state missionary.

    Not everyone in the Army are in the front-line ...infantry makes approx 10% of the army ..... there are cooks, cleaners, logistics, clerks as well

      Correct, but it's also said that the army travels on its stomach. In fact, logistics is far more paramount than you realize. My grandfather was an army cook, later given more additional logistical responsibilities. He's no longer alive but when he was, he shared many tales of his time in army. He served his full service & knew the habits of each & every soldier & officer in his regiment & was extremely popular.
