    In what the government could view as a searing critique of the budget, one of India’s most renowned economic commentators has called the budget “nondescript” adding “it’s not what the country needed”. Speaking specifically and at length about measures announced by the budget to increase employment, Prof. Pronab Sen said they will “only scratch the surface - barely”.
    In a 50-minute interview to Karan Thapar for The Wire, Prof. Sen, presently Country Director of the International Growth Centre and Chairman of the Standing Committee on Statistics and a former Chief Statistician, said neither the government’s contribution of Rs. 3,000/- a month per person for two years to the employers EPFO payments nor the internship scheme are likely to lead to additional people being taken on either as full time employees or as interns. Prof. Sen speaks about this at length in the interview and I will leave you to hear the interview to understand his reasoning and, therefore, his conclusion.
    However, Prof. Sen pointed out that there are steps the Finance Minister could have taken which could have, possibly substantially, increased formal employment but, he added, they probably did not even occur to her. Again, I will leave you to watch the interview to find out what these steps are.
    Prof. Sen also pointed out that - although this was not part of the employment section of the budget speech - measures that have been taken to revive MSMEs will have an impact on employment, although it will be casual employment and not formal employment. However, how significant and sizeable this impact will be depends upon the attitude of banks, through whom the mudra loans and credit guarantees offered to MSMEs will be sanctioned. The attitude of bank is, therefore, critical.
    Again, Prof. Sen added that the Finance Minister probably did not realize that what she has done for MSMEs will increase casual employment (not formal employment). This is a fortuitous happy outcome, he added.
    Again I will leave you to see the interview to understand this point. Prof. Sen speaks about it in some detail.
    In the interview Prof. Sen also talks about the challenge of private sector investment and why it has failed to pick up. He points out that the government probably has not realized or, at least, not responded to the fact that low demand and consumption are one of the key reasons why investment is flat. Again, this is a sizeable part of the interview and I will leave you to see the interview to fully understand what Prof. Sen has said.
    To help, I enclose below the full list of questions put to Prof. Sen. With a few exceptions they are asked in the order in which they appear below.
    1) In each case let me start with the big challenge facing the economy before I come to how the budget has addressed it. First, unemployment. According to CMIE the overall unemployment rate in June was 9.16%. For 15-19 year olds it was 58.16% and for 20-24 year olds it was 46%. Secondly, even out of those who are deemed to be employed up to a 100 million are actually unpaid. So you can question what sort of employment that is. Now my question is simple: do we have a crisis of employment? And how serious is it?
    2) Second, on the 13th the Prime Minister, citing an RBI report, said India had created 8 crore jobs in the past 3 to 4 years. The Economic Survey says we need to create 78.5 lakh jobs a year until 2030. The Survey calls it a challenge. Is the RBI report correct? Because if we have created 2 crore jobs a year then creating 78.5 lakh jobs a year shouldn’t be a problem.
    3) Let’s against this background come to what the budget has announced about jobs. There was a whole slew of measures announced by the Finance Minister. Before I come to details what was your overall impression? Will they taken together make a significant difference?
    4) Let’s come to details. The government will pay one month’s wage to all young people entering the workforce provided they are registered with the EPFO and 3,000 reimbursement to the employer for 2 years. Mrs. Sitharaman says this will benefit 210 lakh youth. But is this sufficient for employers to take additional people on? What about the rest of the salary? That’s uncovered.

      Ah, the beauty of the comment section - a place where opinions change as quickly as the wind! It's quite fascinating how a decade can change the tone of people's reactions to someone like Karan. But hey, that's the nature of public discourse, isn't it? You're only as good as your last interview, and apparently, Karan's most recent work was a hit with the commenters. It just goes to show that keeping people engaged and interested is a difficult balance to strike, and it seems like Karan's recent work has struck a chord with his audience.

      @@jammRJ That's definitely a possibility! Sometimes, a little seasoning can go a long way. t's possible that with experience, Karan has found a way to refine his interviewing style without losing his signature style. Maybe he's learned to balance his probing questions with a bit more empathy or understanding, which could make him more relatable and engaging to his audience. Or perhaps he's just gotten better at picking his battles and choosing his topics more strategically. Either way, it's clear that something has changed in his approach, and it's working well for him.

      If a batsman gets dropped at 10, 30, 60 and then eventually goes on to complete his century and also win the match. Who is the real incompetent side here? Isn't it the fielding side?
      Modi gave ample opportunities in the past 10 years for the opposition to capitalize on, but they all collectively failed to displace him from PM post. Now everyone is calling PM incompetent. He is genius I would say to survive so long after making so many mistakes.

    The skill development program is not working because Most of the Startups in India are Teaching institutes and all they do is earn Money By doing placement through Networking. This is the reason why AI startups (Placements apps) are also failing. These Education institutes have highly captivated the Networking and Placement Business thus foreign companies like FAANGS are in loss in India because these Educational institutes ask huge sums of Money for Educating and Placements.
    The Government is nothing but a Pyramid scheme for Votes gathering, their Modus Operandi is to find a Leverage and keep it as security proof and pay back the victims with high return money, making the victim a Puppet.

    Purchasing power has also gone down and the effects of inflation is like even someone who is earning more than 50k/60kpm or 6M or more yearly consider himself in Lower middle class which should be Least higher middle class if not high ideally...       @@omkargarde5867 who would have thought even 60k/65k will not be enough to get good stable life… I know inflation is there, money’s value depreciation and all that, but still in the end of month you are left with almost no savings of course medical insurances and investments is a big part of the expenditure, but our father’s generation was saving more from very less salary they got.. and they even got some investments either in real estate or some other fields…

    Actually it is not so that this
    govt lacks clarity but it is the
    record of BJP since its inception
    that they lack bright minds who
    have anything new to implement.
    By the way my analysis is that private sector jobs are going to
    be less because the pace of automation is at an unprecedented
    level and even many of us in
    India has no idea what is coming.

    A very good episode. And if they are really interested, all it would take is minor tinkering. That's heartening. As far as data an d analysis goes, it boils down to what someone said in a debate. "iss sarkar ne sansthaon ke padon par aise logon ko rakha hai, jo uske jhadu maarne ke laayak nahin '. They were right! 😂 Proved by NTA, UPSC recently, and if you look closely, MOST? 😂 Let's see if rhe government find the humility and flexibility

    Common folk are sold on a foolish notion of "equality". At the same time, Bihar and AP get massive provisions in the budget. I don't know about AP but I'm willing to bet that the money will be squandered by the state govt in Bihar. The whole taxpaying nation pays the price!!!

    5. Whilst intent is there to be a global manufacturing/ providing/exporting hub hub , the initiatives appear dead,
    A. After the demands of time for software/ IT exports it is becoming a stagnant growth industry to be milked.how easily this sector rose through 2000s show there is demand here.the AI revolution needs to be brought into fold besides semiconductor design and manufacturing.
    B. Automotive was next many set up plants here ,only to wind down later killing ancillaries and others with Govt practically doing nothing. EV with its constraints was a another bogie of date. and a deterrent and talked about too early before the Govt laid a ground map..Focus on hybrid through existing automobile manufacturing hubs / units was a fantastic transition play and missed.
    C. Roads sector boosted like a mad rush has no policy for preventing mad rush for adjacent land to these.There should be an embargo for seven years or so on commercial use of land and a threat that it can be acquired at Govt specified rates to enable planning .the planning is lagging...

    With deep respect to her CHAIR, the FM needs to have made strategic realignments in areas of FDI( except critical sectors) SELF ENTREPRENEURSHIP and most of all, quasi-agricultural sectors and MSMEs , with generous conditions

    Once again, this points to the kind of civil servants and advisors who have provided their inputs to this budget: we have an army of generalists working as civil servants- IAS officers- as against professional economists and statisticians as was the case when Dr Manmohan Singh headed the UPA and when Chidambaram headed the finance ministry. The only lull in the otherwise bright tenure of policy making was when Pranab Mukherjee wrested finance from Chidambaram and punished the country with his voodoo economics

    A good discussion on the specific aspect or weaknesses of the budget. Micro finance ( or rural micro ) is the beginning of employment ( whether based on agriculture or non-agriculture). BUT the discussion started from SM’s totally ignoring prospects reposed in micro finance. The discussion also didn’t focus on the increased informality of the economy. At this point, we also need to distinguish between informal and black economy in order for the discussion to be more useful.

    CONDITIONS FOR LOWER TAXES REGIME: 1. Zero corruption (Political, Private & Retail/Administrative) 2. Best quality Managers (projects &contracts) 3. Low inflation 4. Less greed of private investors 5. Introduction of Development Tax 6. Low speculative private assets like land & buildings 7. Sound market controls without Government interference (ETHICS OF PRIVATE INDIVIDUALS & PRIVATE SECTOR)
    The above are non-negotiable principles to achieve a low tax regime.
    IS IT POSSIBLE TO PRACTICE OR TO SET THESE PRINCIPLES EITHER BY LAW OR BY SELF REGULATORY SYSTEM OR BY GOOD GOVERNANCE?

    2. The infra in the private domain required an enabling cosmos which encourages small ticket loans/ credit ,minimal regulation. Tax collection should be a byproduct of such an environment and not the main focus.

    Sir, unfortunately, the able interviewee had no clear recommendations or suggestions. He simply attempted to search for flaws in the budget and the finance minister. Both you and your interviewee could have done better. But then your channel is probably working for the Indi alliance and probably for a handsome allowance.

    In all fairness, Thapar Saab, union budgets are similar to quantitative JUGGLERY. Some concessions need to be made, especially in the SERVICE SECTORS and MSMEs.
    The Govt should give major IMPETUS to ENTREPRENEURSHIP and self- employment schemes, tax holidays and one-window documentation process. The truth, Thapar Saab, is that job demand far outstrips job supply, so employment and employmentability, are indeed euphemistic terms . IN THE FUTURE, Sir, service sector and ancillary services, and FDI needs to be made more broad-based and extensive and GREATER OUTSOURCiNG to countries like Vietnam, South East and Other South Asian countries

    The respected FM. states that, just because the names of States have not be mentioned in the Union Budget 24/25 , does not necessarily tantamount to the fact that they are not beneficiaries to Govt. Schemes. This sounds rather ambiguous. It is believed that budget allocations should be in BLACK and WHITE brasstacks, and not loaded in ambigious language

    The bank is having issues in giving loan to new customers is due to the RBI norms and bringing down the NPAs. They're under tremendous pressure from RBI to bring down NPAs

    1. Our budget is barely half a trillion dollars 2. A population size 145 crore vs 3.90 trillion dollars demand as of now 3. Required demand (over & above present 3.90 trillion dollars) is of the order of at least 600 billion dollars 4. To generate employment for a nation of 145 crore population @ 1 crore employment a year for Five years means one trillion dollars in payments as wages & salaries in that time frame.
    So, the debate and answers shall follow these numbers. These numbers say the need OF THE HOUR in big font - bold & underlined is "TRANSFORMATION". HOW ? IS THE JOB OF WHOM? 50 LAKH CRORE BUDGET AND ONE CRORE PAID JOBS EVERY YEAR? BEGS FOR MANY QUESTIONS OF CONTENT AND MANY ANSWERS OF SUBSTANCE.
    MATHS IS SIMPLY = DISTRIBUTE A 1000 GRAMS OF WHEAT AMONG 200 HUNGRY PERSONS SO THAT HUNGER IS ELIMINATED.

    We don't have any growth driver like software was in the late 90's and early 2000's. There seems to be no effort by the government to identify and focus on such drivers and nor is it happening organically. We are just happy to grow 1% faster than a middle income China. Infrastructure is being built at record pace but what is the return on the investment? For example how many industries set up because of Nagpur-Mumbai Expressway. How many industries in UP which has maximum expressways?

    Its dismal .even before this. 10 yrs of this BJP rule headed by an " illiterate" and apprentices in economy .with very little in FDI, hardly any progress in manufacturing, production, and assembly and hardly anything to export.but lakhs of unemployable engineers coming out of colleges including from.premium.even those few jobs army used to.provide to.prtectt borders have been.wiped out by ill conceived short term quick fixes like "agniveer.god save this country

    The finance minister has this helter skelter approach to things and is lacking in vision and stature to put her own imprint into the budget: this could have come about by being forceful and resolute about prioritising loans and incentive schemes in such a way as to make them feasible and fool proof. This has not happened and all these schemes will gather dust as has happened to all previous schemes in previous budgets launched by Sitaraman. No one remembers the promises made by her on behalf of her government then- because public memory is short. All these schemes are slated to fail.

    3. So called Indirect taxesare actually Directvtaxes now, implemented and collected , the rates need to be made atleast 4% more benign to support the environ. And so whilst GST being a success , compliance would only become better by much much lower rates There can be no end to tax collection

    To increase demand and consumption, tax burden on the middle class must be reduced so that they can spend freely. With current sentiment, demand and consumption won't increase no matter what FM does.

    4. GST being a destination based tax and also consumption based , it encourages collections in urban,denser set ups.The incentives for manufacturing are much lesser firstly for quantum for job generation, high cost of land, a very " License" focussed- (again )regulatory environment besides such industries adding to pollution and starining water and other resources of the states hosting such manufacturing units..Bigger units appear favoured and job dependency on these only is a concern. The start up and Msme cosmos still remains at cottage industry level with little nuanced plays

    G. Traditional oil and gas needs to be supported, Power industries in private sector brought in around 2006-07 are up and running but are still not seen profitable not connected properly with long-term contracts with relevant states disincentivizing further commitments in power sector so power may be surplus but it is quite costly and remained so for residents in many societies in urban setups like Gurgaon and NCR etc .Impetus lost somewhere in worship of the future.

    H...pharma and education are two low hanging fruits where "Quality under watch " is deteriorating very fast with few increases in Professional colleges without value addition .Lower fees and some taxation are necessary .The Edu cess is not required but Taxes from private could support Govt run colleges./ schools..I do not remember any body actually coming here to learn specialized work.Software like NIIT,APtech flowered and withered, Multimedia,VFX flowered cand migrated back to Germany, Europe and Canada, Music too
    There is no welcoming education for foreign students which could have been a foreign currency earner...

    G. Import dependency has been an issue .80% crude still imported and with a 144 cr population to be fed ,can growing staples with vegetables inbetween be replaced by more efficient cash crops?.possibly the biggest mistake would be cash crops focus where profit of a few is the motive. The country would generate eventually such a huge import bill for staples that the economy will be in shambles
    .the low cost efficient produce if America will be lucrative for a few years and then transit into an expensive import proposition. This would be in a format ,where what our farmer landholders grow inefficiently( mechanically) is also consumed staples but any " Vanilla" and such esoteric choices in a bad season cannot even be consumed giving a permanent basic staples import bill..Leave the country to grow what it can consume with a few cash crops

    If a budget can be described as "nondescript", it's not a great sign for the government's economic policies. And when it comes to something as important as increasing employment, "barely scratching the surface" doesn't sound like the kind of progress that will make much of a difference to the people who are struggling to find work.
    It's particularly interesting that Prof. Sen says there were steps the Finance Minister could have taken that could have had a significant impact on formal employment. It's a real missed opportunity if these measures weren't even considered.

Perhaps he sees a long-term gain in the budget’s measures, or he views the employment crisis from a more conservative economic viewpoint.
      On the other hand, Prof. Sen, a Nobel laureate in economics, has been known for his focus on human development and poverty alleviation.

    Government should also look at promoting manufacturing industries for job growth. They should give some importance for the products like garments whrerin the raw material is already available in the country.
    Remember the 5 year plannings wherin every 5 years some industries where given more importance to encourage those sectors, and the outcome of those where green revolution, white revolution (milk and milk production) etc
