921 has the rebuilt engine going for it so I would try and see if it starts and test other components to see what works, but 923 has the circle and the mouldboard.
It all comes down to cost/benefit ratio. How much do you put into a machine if you want to try and sell it whole. If you are just going to part it out and scrap part of it then I would only put enough into it to get engine, transmission, hydraulics working (not really necessary because you can rebuild the cylinders) and/or tested. Brakes? see if you can release them if they are keeping the graders from moving.

Do you ever sell complete machines? If you do then it only makes sense to put 923 back together as fully as possible so a person interested in buying it can see its functionality which always gives the machine more value, IMHO. Getting its sister machine running is a win, win as well but as a parts machine! Good luck and job... If you keep lifting items you know can hurt you you will pay a dear price, cost as you age..
