At that stage in development should you even be concerned about needles? I prune my candles before they even open and i get a second flush of growth out of it not longer needles.
That's the method I was taught specifically for long needle single flush pines. Like eastern white pine and ponderosa pine. I only decandle multi flush pines like japanese black pine or loblolly pine. With short needle single flush pines like scotts pine or mugo pine I will shorten the candles by pinching or use the post flush harden pruning method.
To your point about should I be concerned about needle length at this stage. I believe you should. If I am leaving 10 sets of needles on each branch tip and those needles are 1 inch long it will produce 10 units of energy. If those 10 groups of needles are 3 inches long they will produce 30 units of energy. That's fine if you want to increase the size of the tree and the length of the internodes. I want to develop well ramified branches. So I want to limit the amount of energy the tree can accumulated. So next season's growth will be more compact.
