Fact is that many so called developing countries have a much lower tax rate, e.g. to attracked businesses from so called rich countries and it works. Second, so called poor countries are usually having a high score in corruption meaning enriching a few against further country's development. Therefore, so called rich countries should not feel guilty to help everyone else - having a look into many of them, the situation internally doesn't look good - so does the future for some.
What America is supporting Ukraine with could solve alot of the problems. Countries have no problems waging war, but not stopping man made crises that hurt tens of millions.
