Because they might ruin RDJ like mcu Hulk and Ultron there's no guarantee they don't follow the comic's and judging by recent movies I highly doubt they can give justice to Doom he needs it's own saga but no in current timeline another timeline with new universe

People complaining about Robert Downey Jr as Dr Doom even though Tony stark has been Dr Doom in the comics and it made sense contextually
He was doctor doom in one comic and it was a what if…? So yes you are right but it’s not a regular thing
