Its because of factory count. For some reason factories dont update across the 1944 start date and usually you have the same amount of factories of that of 1936 unless ur majors which contributes to spain losing with 4x the size of the population

Level 3 port is probably to represent the mulberry harbour that the US built for D-day. Basically floating concrete designed to be a temporary place to mour their transport ships. Was slow, but much better than little ships unloading on the beach.

Spain starts with half the country non core and no industry, more manpower in Switzerland and it would be an absolute chad
