He says something along the lines of "Hmm. Makes sense.", and moves on. He does see you get shit done (pass skill checks) while under the influence so it's hard to argue against that, I guess. He still doesn't like seeing Harry do drugs in front of him because it's super unprofessional but it's hard to argue against results, I guess.
I think you are forgetting that it just triggers his memory to go blank and because of that he actually can solve cases. He loses context and environment but still keeps his detective skills like visualization, and because there are no past experiences he have nothing that counters his thoughts.

It was a legendary authority passive check, you need like 8 authority for the check to even roll, and then you need to actually get a good roll
