Its the Japanese Funk records specifically - there are THOUSANDS of un-tapped amazing Funk records from the 1970's

one of the better roulettes in a long while. its great when they have producers/beat makers who know how to loop and chop samples. DJ Fresh looped these samples effortlessly.

Well yes and no, Vaporwave is just a sub genre of Plunderphonics which has existed for decades. But bands like Negativeland which existed at the bay are apart of the origin but people like Bill Buchanan existed before them. Plunderphonics didn't start in the bay but become a huge part of it.
