For those who wonder what the wheel is, from my observation it looks like a repeater for his sample board. He makes it spin in order to make the samples repeat themselves continuously whie he's playing the keyboard at the same time. It could also be a volume controller for the samples, that would explain why he spins it like crazy at the choral part of the song and the sample decrease in volume at the same rate the wheel slow down during the keyboard part. Thats what I think it is.

しかも茨城県つくば市の万博記念公園というメチャクチャ辺鄙な場所を指定し、さらに太陽光パネル使うのに朝から雨。
当時のファンの大半は「中止かぁ・・・う、雨天決行したの？」って感じだったと思いますｗ

Isaac White It's not an instrument, but rather a solar generator. The theme for the album was solar energy, so that's how he powered his equipment.
