My rule of thumb is around 75'c for PL1 long term and almost 100'c shortly for PL2 turbo. With PTM7950 as replacement of thermal paste you can raise those limits a little bit without problems. Depends on the laptop and CPU type.

@@kittypctech I have increased the tdp at it goes to full speed but on heavy task the cpu cores run at 3.3 ghz which is cpu 4th core speed how I increase the multiplier to Max in bios there is no option and in xtu the multiplier increase option is grey out

You can do same CPU watts in stock yeah but Only for very little time until temp. reaches 75-80°c somewhere.... In the custome firmware temp limits are stretched up to 95°C for CPU and you can even strech it to 104°C too... So if you dare to risk that high temp you can get 45watts even at those high temps using this custom firmware which is not imaginable in stock firmware. And for the GPU part... It has got already 78watt limit which is very much acceptable only problem is with firmware of GPU , it has 93°C temp limit as soon as you reach that temp your GPU will throttle crazily... Now to increase that temp limit you need to modd Nvidia firmware. In short, MSI firmware is all about CPU tuning, to tune GPU you need to modd Nvidia Firmware.
Just liquid metal your laptop and buy better thermal pads and this will be safe. I have GP63 with 8750h and my temps doesn't reach over 85 with the liquid metal and custom termal pads
I didn't get your question... But it you are asking how to limit tdp to 40W you can do it manually but simply setting short and long both limits to 40 in throttle stop

Open your laptop and take off the CMOS battery and wait a couple seconds. Then put it in and turn on the laptop. If your pc doesnt have a cmos battery, just take off the battery cable inside the laptop and wait a couple seconds. Then reconnect and turn on laptop
