Hi Donny! In the bloom technique, colored paints and pigment powders are mixed with untinted house paint in gloss, plus varnish-this is called a pouring medium. Some artist mix their tube/craft paints in water for other techniques. There are so many pouring mediums to choose from depending on how one uses the paint! Let me know if I can answer any more questions🤗
