For the table, sand it down, paint it with a flat or eggshell white finish and then finish it with a water based polyurethane top coat.

Put some resin on top to smooth it or a slab of glass could work. Another option is laminate a smooth veneer in the top

Fusion paint is really good for a smooth even finish on furniture, you don’t need to seal it but if it’s a high traffic area I’d recommend
