Yeah, I usually tend to avoid building in the lower basin at all and aim at having it damed off by the second drought. There’s also a second basin just behind that hill you can easily flood by removing some of the remnant dams further upstream.
If the water level is not raised by two levels, the water will dry up during the dry season. Some buildings are not demolished because they still have water or food remaining.

By enabling dev mode with ALT+SHIFT+Z, you can save the camera position and hide all UI menu.
