O.K .. I've seen powered learner Foil Boards, but I wasn't expecting boats and tow ropes, surely the Water Skiing / Skurfing aspect adds a layer of complication? Is the progression riding the boat wake?
Yes, if the wake was big enough, you could ride it without the toe rope, but that boat wasn't throwing much wake.
