I have a wallke h6st(48v) and I'm 265lbs and above 51v it can do 35mph if I pedal it rigorously. 32mph all throttle. Unloaded it shows 38mph(full charge). I added a 52v battery and unloaded it shows 42mph. I'm guessing with a light weight around 180lbs it may get close to 38mph with a 52v battery
@trsdamocles I opted for the 52v bike, and it does get to 37mph. Here in Florida I would need a 50mph bike to keep up with the traffic. It gets me where I need to go, and it is a decent, comfortable ride with fat tires around 15psi since I'm a skinny 130lbs.

I doubt you can do 38mph with 48v battery .. you need at least dual motor 52v 23aH battery .. 72v battery if you wanna go +50mph
