After I saw this report I ask again: WHAT EFFORT HAS THE CITY MADE TO COMBAT ANY IF THIS?
If they close these businesses early, will they start breaking into them? Are they going to start selling alcohol at night on the streets? They’re still gonna be hanging out.

Yes go after the small business owners. They open at night to support the drug users and sellers, support the people that sell stolen goods…etc. Where else will these people shop for alcohol and smokes late at night? Who buys cereal and milk at midnight? Has to be these night people.

Stores that are starving have to stay open every hour, especially in these hard times to generate cash revenue.
So this city wants to penalize stores that are suffering by an epidemic of violence and drug use that the city caused in the first place and then make the stores suffer some more and pay for it .
