It's a flat 10% boost to all moves used, offense or status alike with no strings attached. That said, at least Garchomp can't reliably use a Zoom Lens outside Trick Room or he'd be even more broken. (20% Accuracy buff when you don't move first in a battle.)

It also comes with a bonus effect of guaranteeing a hit and doubling damage if the target used minimize. Cynthia doesn't have any moves which can affect your evasion, she just hits the move a surprising amount

istg Volo & Cynthia has literally the most hardest & perfect battle of the entire Pokémon franchise. Cynthia strikes fear with her garchomp and her menacing theme. meanwhile Volo also has that insane team but with the added PROBLEM of giratina even then not once BU TWICE. SERIOUSLY THESE TWO ARE LITERALLY INSANE.
What makes me like Cynthia even more is that in the anime she is very respected and has a lot of charisma, a great idea she loves ice cream (being Garchomp weak point, it's harder to choose ice cream than winning battles😂), she is calm and serene, but have you noticed that when she goes into battle she changes her posture and tone of voice, in that Arceus special it's very clear, at first she's all happy and cute explaining things to Ash,doing something else she love,and when problems happen, wow, she changes and becomes imposing (her voice actress in Japanese is incredible, makes her even better and in the world championship it was the peak for me) in other words, all of this makes her easily one of the best female characters in the anime, they know this so much that she has appeared in other games.
Cynthia is an amazing character in every aspect. She’s sweet and kind to the Pokémon, people and world around her, she explores different regions to broaden her horizons, in many ways she is written and acts like a main protagonist. She is the very definition of a champion, iconic and imposing.
I actually used it. It's kinda startling tho and my parents often get disturbed so i stopped. I also used Lance's battle theme but had to stop using it for the same reason.

It's the idea modern writers seem to forget: You don't need a character who's strong *because* she's a woman, you just need a strong character *who happens to be a woman* Cynthia dominates the Pokemon League not because she's a woman but because she's just incredibly smart, strategic, and has trained her team to be absolute powerhouses.

The Sinnoh region games came out 17 years ago, and yet every time I hear this theme, it still makes me grin wide. Cynthia is still by far my favorite Champion, bar none.
I'm glad she was my first champion. As frustrating as she was, Cynthia was a real challenge and truely tested my skills in the game. Beating her felt like an accomplishment.
Same. Gen 4 was my first gen as a child having a level 84 Torterra only...this champion fight was hard. Even older me with a well thought out team has struggles with her.
I couldn't agree more. I was also an amateur trainer when I first fought Cynthia. I learnt the hard way how tough she is and first I thought it was just me. 6 years later, I take my time to build a better team and properly grind them all and it still wasn't enough.
Same. I especially didn't expect to have grind AGAIN in platinum, despite my higher lever, and balanced, team. Even after grinding, didn't expect her to be as much of a challenge as it was the first time. Granted, easier, because balance, but only by 0.01%. Came in with my team fully healed with full pp, came out with one. The same one that got me through the first admin with pinpoint crits and an early paralasis, E-Ray, my luxray.
My first was Lance in Pokémon Crystal, and I cried when I had to try again for the 6th time. Mind you, my team was made up of: Feraligatr, Pidgeot, Sandslash, Dragonair, Suicune and an Espeon that I fed as many drugs as I could to make it evolve. Rest In Peace, my first team.

Also this puts her as an antithesis to Cyrus; Cyrus tries his entire life to not feel at all, to get rid of emotions entirely. and he fails. Cynthia, however, is a caring presence to her region, speaking with dragons to calm them down, being kind and supporting to promising young trainers like Ash and Dawn and Lucas. She feels, and when you fight her, you FEEL her presence, her raw badassery, her potent professionalism oozing into the room. She is emotion handled professionally, whereas cyrus is emotion stifled and bottled.
I love how we all collectively agree that this woman is both terrifying and awe-inspiring. Not many characters in any format of entertainment demand the respect that Cynthia does. Best champ.
I would disagree, I believe leon or iris is because of their story and themes, Iris actually has a story of how she became a champion via the memory link and Leon is the only champion that actually feels like a champion, he is built up in the beginning as a undefeatable champion and I can believe that.

Can we just consider her team for a second? Let's recap: *-Spiritomb:* terrifying, no weaknesses. If you haven't done the really obscure online stuff, you've probably never seen one before in your life and you're stuck wondering why the hell nothing is killing it. *-Milotic:* the ace of a previous champion (Wallace), again one that is only obtained in a really obscure way (Feebas tiles and whatnot). Likely never seen one either. *-Garchomp:* there are no Gabites in Victory Road in DP, so unless you found that one cave beneath the cycle path, you've never seen one of these bad boys either (and you'll probably be wishing you never did afterwards). *-Lucario:* at this point in Pokémon history, Lucario was rare, powerful and basically deified. You've seen two, you probably have one. That's IT. *-Roserade/Gastrodon:* seem like odd choices but complement her team PERFECTLY. *-Togekiss:* again, unless you actually hatched that Togepi egg, evolved it and then used a Shiny Stone, you probably won't know much about it since Togetic isn't really worth using all that much. All in all, Cynthia has a perfectly balanced team that covers all weaknesses, as well as three Pokémon that a young player has likely NEVER SEEN BEFORE. Let me repeat: *YOU'VE PROBABLY NEVER SEEN HALF HER TEAM'S POKEMON EVER.*

I come back to listen to this every now and then because it's genuinely such a banger of a song. More importantly though, it's my biggest most intense nostalgia hit ever. Platinum was my first and favourite pokemon game that I played 20 times over when I was a kid. The first time I re-listened to the song after like 10 years, I literally could not stop the tears from rolling down for 15 mins straight, from the insane nostalgia feeling that hit me, it's wild :)
Cynthia was the perfect Champion set up: -Appears in the game often, but not too often. She seems to have something to hide, but because she helped out with the distortion world it can easily be dismissed as her simply being a guide through the game (bear in mind, I'm basing these mostly off Platinum) -Actually helped against Team Galactic rather than sitting on her ass and doing nothing (technically the other champions did too, but she actually came with the player to confront the main villain after his plan suceeded) -Gave you items that were helpful or necessary to progress through the game. -Had some personality (Diantha looking at you) was cool and calm, but not over the top. Could get serious if necessary, and actually had some interesting philosphies and historical knowledge, heck she even has a grandmother we see in the game. She's like that one cool big sister. -Was freaking HARD. All of her Pokemon were very high levelled for the point you were at unless you heavily grinded. Her Pokemon had very awkward types, excellent movesets, near perfect IVS and Garchomp is satan without a viable ice move. -Badass in the anime. Seeing her dominate Paul in battle really left an impression on me, especially since I hadn't beaten her in-game yet. -Badass clothing.The woman tore off Umbreon dicks and wore them as a decoration. Probably had Garchomp kill them. -This god damn theme, the perfect blend of being tense, getting you pumped up but at the same time being a reminder that this will be your greatest challenge. Even her pre-fight theme is awesome. -Banging. Needless to say, there's a reason she comes back.
No megas, no z-moves and no gigantamax, just pure raw strength. That’s why Cynthia is number one. Edit: Good to see people talking about their own experiences with the Pokemon series. Most replies in a comment so far...
Until Leon was canonically revealed as the undefeated Champion (even among other Champions; in case you don’t believe me, Cynthia herself stated the champions gather every few years and battle to see who the strongest is, and Leon still hasn’t lost a battle), Cynthia was the toughest, meanest challenge there was. Garchomp’s insanely OP, at least before the Fairy type came along.
This, man, I was a millionaire, I bought the entire reserve before going in to pummel Elite 4, it was Cynthia's Milotic that gave me a hard time, but Torterra made it through also destroying the Lucario. Good times.
Just a reminder that Cynthia could have ended the entire DPPt story arc herself if she wanted too but she was more interested in seeing the PC grow as a trainer. Plus, it's not like she was just lazing around either, she was there at almost every critical moment just in case.

He Swords Danced and X-Scissored his way through Spiritomb. After my Chandelure and Elektross fainted, it dodged two Blizzards from it and took it down with Dragon Claw. After Garchomp took out my Samurott, Haxorus was sent back in, dodged two Dragon Rushes and Dragon Clawed it to death. It was awesome.

I didn't play Diamond past the first Gym back then because it was pretty laggy, so I didn't know. This lineup was from her Platinum team, in which she has Togekiss. EDIT: Just checked Bulbapedia, confirmed that she does have a Gastrodon in Diamond and Pearl, but not in Platinum.
Pearl was one of the first games that I ever played as a kid. I was 7, ADHD as hell, and so deep in my pokemon hyperfixation I'm shocked I was ever found. Whenever I lost to Cynthia, I took it as a sign that I just wasn't good enough yet. I would take my beloved team of six and go and grind up 5 more levels before facing her again. Think I finally took her down at level 70. Ggs, Cynthia.
i remember the day I finally beat her, and tbh it was one of the most unbelievable things that ever happened into my life because i spent more than a year trying to beat her (that because i had some pauses of playing my platinum lol)

What makes me like Cynthia even more is that in the anime she is very respected and has a lot of charisma, a great idea she loves ice cream (being Garchomp weak point, it's harder to choose ice cream than winning battles😂), she is calm and serene, but have you noticed that when she goes into battle she changes her posture and tone of voice, in that Arceus special it's very clear, at first she's all happy and cute explaining things to Ash,doing something else she love,and when problems happen, wow, she changes and becomes imposing (her voice actress in Japanese is incredible, makes her even better and in the world championship it was the peak for me) in other words, all of this makes her easily one of the best female characters in the anime, they know this so much that she has appeared in other games.
She goes full Yami Cynthia, and she doesn't even need an ancient Egyptian magical artifact to do it.
Cynthia is an amazing character in every aspect. She’s sweet and kind to the Pokémon, people and world around her, she explores different regions to broaden her horizons, in many ways she is written and acts like a main protagonist. She is the very definition of a champion, iconic and imposing.

I'm glad she was my first champion. As frustrating as she was, Cynthia was a real challenge and truely tested my skills in the game. Beating her felt like an accomplishment.
Same. Gen 4 was my first gen as a child having a level 84 Torterra only...this champion fight was hard. Even older me with a well thought out team has struggles with her.
I couldn't agree more. I was also an amateur trainer when I first fought Cynthia. I learnt the hard way how tough she is and first I thought it was just me. 6 years later, I take my time to build a better team and properly grind them all and it still wasn't enough.
Same. I especially didn't expect to have grind AGAIN in platinum, despite my higher lever, and balanced, team. Even after grinding, didn't expect her to be as much of a challenge as it was the first time. Granted, easier, because balance, but only by 0.01%. Came in with my team fully healed with full pp, came out with one. The same one that got me through the first admin with pinpoint crits and an early paralasis, E-Ray, my luxray.
My first was Lance in Pokémon Crystal, and I cried when I had to try again for the 6th time. Mind you, my team was made up of: Feraligatr, Pidgeot, Sandslash, Dragonair, Suicune and an Espeon that I fed as many drugs as I could to make it evolve.
Rest In Peace, my first team.

She feels, and when you fight her, you FEEL her presence, her raw badassery, her potent professionalism oozing into the room. I would disagree, I believe leon or iris is because of their story and themes, Iris actually has a story of how she became a champion via the memory link and Leon is the only champion that actually feels like a champion, he is built up in the beginning as a undefeatable champion and I can believe that.

Can we just consider her team for a second? Let's recap:
*-Spiritomb:* terrifying, no weaknesses. If you haven't done the really obscure online stuff, you've probably never seen one before in your life and you're stuck wondering why the hell nothing is killing it.
*-Milotic:* the ace of a previous champion (Wallace), again one that is only obtained in a really obscure way (Feebas tiles and whatnot). Likely never seen one either.
*-Garchomp:* there are no Gabites in Victory Road in DP, so unless you found that one cave beneath the cycle path, you've never seen one of these bad boys either (and you'll probably be wishing you never did afterwards).
*-Lucario:* at this point in Pokémon history, Lucario was rare, powerful and basically deified. You've seen two, you probably have one. That's IT.
*-Roserade/Gastrodon:* seem like odd choices but complement her team PERFECTLY.
*-Togekiss:* again, unless you actually hatched that Togepi egg, evolved it and then used a Shiny Stone, you probably won't know much about it since Togetic isn't really worth using all that much.
All in all, Cynthia has a perfectly balanced team that covers all weaknesses, as well as three Pokémon that a young player has likely NEVER SEEN BEFORE. Let me repeat:
*YOU'VE PROBABLY NEVER SEEN HALF HER TEAM'S POKEMON EVER.*

I come back to listen to this every now and then because it's genuinely such a banger of a song. More importantly though, it's my biggest most intense nostalgia hit ever. Platinum was my first and favourite pokemon game that I played 20 times over when I was a kid. The first time I re-listened to the song after like 10 years, I literally could not stop the tears from rolling down for 15 mins straight, from the insane nostalgia feeling that hit me, it's wild :)
Cynthia was the perfect Champion set up:
-Appears in the game often, but not too often. She seems to have something to hide, but because she helped out with the distortion world it can easily be dismissed as her simply being a guide through the game (bear in mind, I'm basing these mostly off Platinum)
-Actually helped against Team Galactic rather than sitting on her ass and doing nothing (technically the other champions did too, but she actually came with the player to confront the main villain after his plan suceeded)
-Gave you items that were helpful or necessary to progress through the game.
-Had some personality (Diantha looking at you) was cool and calm, but not over the top. Could get serious if necessary, and actually had some interesting philosphies and historical knowledge, heck she even has a grandmother we see in the game. She's like that one cool big sister.
-Was freaking HARD. All of her Pokemon were very high levelled for the point you were at unless you heavily grinded. Her Pokemon had very awkward types, excellent movesets, near perfect IVS and Garchomp is satan without a viable ice move.
-Badass in the anime. Seeing her dominate Paul in battle really left an impression on me, especially since I hadn't beaten her in-game yet.
-Badass clothing.The woman tore off Umbreon dicks and wore them as a decoration. Probably had Garchomp kill them.
-This god damn theme, the perfect blend of being tense, getting you pumped up but at the same time being a reminder that this will be your greatest challenge. Even her pre-fight theme is awesome.
-Banging.
Needless to say, there's a reason she comes back.
Also her philosophical and historical talks in Platinum were fascinating and added depth to her character.
She's practically the female Lance. Lol He did the exact thing in G/S/C.

Until Leon was canonically revealed as the undefeated Champion (even among other Champions; in case you don’t believe me, Cynthia herself stated the champions gather every few years and battle to see who the strongest is, and Leon still hasn’t lost a battle), Cynthia was the toughest, meanest challenge there was. Garchomp’s insanely OP, at least before the Fairy type came along.

He Swords Danced and X-Scissored his way through Spiritomb. After my Chandelure and Elektross fainted, it dodged two Blizzards from it and took it down with Dragon Claw. After Garchomp took out my Samurott, Haxorus was sent back in, dodged two Dragon Rushes and Dragon Clawed it to death. It was awesome.

EDIT: Just checked Bulbapedia, confirmed that she does have a Gastrodon in Diamond and Pearl, but not in Platinum.

Pearl was one of the first games that I ever played as a kid. I was 7, ADHD as hell, and so deep in my pokemon hyperfixation I'm shocked I was ever found.
Whenever I lost to Cynthia, I took it as a sign that I just wasn't good enough yet. I would take my beloved team of six and go and grind up 5 more levels before facing her again.

i always liked how her design went in on the lucario imagery with the hair doodads. going into this completely blind when the game first came out, i thought that was her ace pokemon for sure, the one she'd send out at the very end to turn the tide against me. seeing her release one fourth and realising that this wasn't her best pokemon after all...
