The RPF led government blamed France because of its support for the genocidal regime. The FAR (Rwandan armed forces at the time), the Interahamwe and other Hutu extremist militias received training and weapons from France. In addition to that, France literally allowed the Hutu extremists to cross into Zaire (now the DRC) through the so called "Turquoise zone" (whether it was intentional or not doesn't really matter). I mean...The RPF had valid reasons to get mad.

I'm a bit confused about what exactly France is apologising for. Ultimately, almost any bad thing that happens in Africa _could_ be stopped by any major world power, given the sheer disparity in military might. If they _really_ wanted to, America or Britain or China, or even less obvious powers like South Korea or India, could commit their militaries to invading lets say, Sudan, and stopping what is currently happening there. There would likely be a messy, drawn out guerrilla war as a result (see: the US in Afghanistan), but it is at least in the short-term it's possible to stop something like an acute state-sponsored genocide.
But it's odd to suggest they have a moral obligation to. In fact, to say they do...seems pretty neo-colonial, given African countries are sovereign states. In theory, egregious violations of human rights should be handled at a UN level (although good luck getting the security council to sign off on any intervention, given China and Russia are explicitly against UN military interventions for humanitarian reasons, and they have a veto).
It kinda sounds like France is apologising for not being _more_ of a hegemon.

It's just a part of how power in the world works, those who have the power to act and chose not to themselves bear some part of the responsibility for letting these events happen. Of course, that ignores the ongoing French colonialism in the region, but I'd argue that their history of causing instability and harm to the different peoples in Africa makes them all the more responsible for preventing these kinds of atrocities from taking place, doubly so in the places that they've directly destabilized.
More than a few of these dictators and glorified oligarchs in the region have been able to maintain power, in part, thanks to the backing of different western countries -- is it not then partially the responsibility of those western leaders to prevent those dictators from commiting acts of genocide? It's by no means perfect, ideally we'd end colonialism altogether and help these countries stabilize, but intervening to prevent genocides certainly seems better than doing nothing.

Guyana's parents are British and their grandparents are Dutch with their great grandparents Spanish due to Columbus.
Essequibo has long broken ties with Spanish and Dutch and was brought up by British.
So who would the Court give it's child to.

He has never been to Rwanda or met a Rwandan yet in his house he has pages of documents 'proving the hoax', such as a full script for the movie Hotel Rwanda with a bunch of random letters from the words highlighted showing 'the secret messages' from the director. He says that Paul Kagame doesn't exist and that 'every picture of bodies 'is clearly in Burundi' and has huge printouts of aerial photographs of Burundi to prove it. Not sure what he has against Rwanda, but if you bring it up to him, he calls you a 'Tutsi liar

    • @keyworksurfer

they don't actually "turn to hamas" - the people of gaza are largely at odds with hamas, angry with hamas for stealing food shipments, angry with hamas for ruling the gaza strip with an iron fist, etc - there's a lot of tension there. i'm not saying this to in any way excuse israel's actions, but only to correct a common misconception - the people of gaza largely do not like, did not elect, and have little power to resist the will of hamas. if anything, that makes it all the more horrible they are being killed in the name of fighting hamas - their own at-home oppressors, but let's be clear about that. meanwhile, a small but loud fringe of westerners *are* openly supporting hamas, perhaps to be edgy, or perhaps for other political reasons... even though the people of gaza themselves largely do not like hamas one bit.
as always, the nuance gets lost in the roar of social media arguing.
