Overall good tierlist id also suggest nation rising simulator oreven "Terra" (Nrs is a ron or hoi4 like game) Terra uses strategy of evolution you can create creatures so it can survive predators, starvation and other types of danger. Your creature is shaped by blocks that each one does their fuction.
Might I suggest Mini empires, Simmilar to Medival rts, you must build you your army and navy, create income and dominate your opponents, developed by One dev (now).
I made sure the games in this video where a lot less popular then normal strategy games like mini empires. I actually think that game is amazing and extremely well made compared to the games in this video. Just made sure that a lot of these games would be ones you’ve never heard of!

correct but have strategy within them. The strongest battle grounds has characters that if you master their combos you will be so much better at the game. That is a strategy. Murder Mystery 2 not as much but if you find out the best spots around the map to use while murder, sheriff, or innocent then you have a "strategy" to win. yk?
