In my opinion, as far as major earthwork, they will be in the evaluation mode for weeks. Right now they are simply in a cleanup mode. Removing soil, sand and mud from roadways that still exist. Removing debris from bridge abbutments that still exist. There are simply too many roadways and bridges that no longer exist. Visualize free standing railroad tracks with sleepers still intact suspended (and sagging) in mid air for long distances. The scene of a stream in a gorge stretching from wall to wall of the gorge is everywhere. The roadway that used to run parallel to the stream is simply gone. In many of these cases, there is no apparent, at this time, suitable place to start rebuilding the road foundation. There are not sufficient roadways by which you can transport building materials. There are lots of local equipment operators working feverishly with their on hand fuel supply, with literally no supply line for more fuel other than humans carrying in fuel over long distances or, possibly, helicopter deliveries. I am thinking in addition to fuel they will need pallets of Engine Oil, Hydraulic Fluid, and Grease. There is likely much local on hand equipment that will need a complete changeout of fluids. The word complicated is simply insufficient.
I live in SC and you find a lot of areas where a good seam of red clay exists next such sandy soil in close proximity. You are doing a masterful job of working in a difficult region of the coastal plain.
From what I see, they need haul trucks, front end loaders, soil compactors, and excavators. I 40 needs to be rebuilding and at least one new bridge. But a lot of the land has been washed away in the rivers, and the Army Corps of Engineers is going to be busy dredging near those dams to get the mud out. Most of that is going to be contract work. The Front end loaders or skid steers will be needed to open roads or at least clear a path.
At my home in south Texas, we called this dirt, watermelon pasture. Because of the sandy soil, the water would drain off the surface allowing the fruit to mature without rotting on the bottom. For a foundation, though, you had to dig deep to find something that was stable enough to hold up a building. Twenty foot bell bottomed poured concrete pilings were the minimum for a commercial building. I am surprised you found as much clay as you found.
We feel sure in time you will be going to work on something in the highlands. Smart position on your part to wait for NCDOT to see what they plan. Maybe Army Corp of Engineers need to get involved to get DOT to make decisions. Highway, water & sewer, power lines need to be allocated to a bond issue by the state. Maybe you needed to borrow a trench shoring steel box.
I watched a video from Chimney Rock N. Carolina and they only had a skidsteer and a small excavator.about The size of your Yanmar you could have definately been of some great help up there. Your 350 could really help move some of those very large trees Also some of the polce have been refusing to let FEMA come in because it's been a week and the citizens have been helping more than Fema has. I seen NO Large equipment like what you have. Yeah parts of the mountains need to be dug out to be able to rebuild some of the roads because the roads are so washed out at a very deep depth. On the ground, local, Mark Huneycutt's RUclips channel interview at near Green Mountain at Red Hill, North Carolina says - right now - they need fall weather camping gear: camp stoves, propane, tents, tarps, rope, fall clothes, sleep gear for down to 32F. Local administrations are carrying the burden; I suggest look up the names of small places that are often not on Google Maps but are marked by fire halls, community churches; and each tiny community always seems to have a mayor or a 'prepper' small business owner who knows what's what (like in the video I noted above). I suggest they need woodsmen with off road vehicles who can hike into the hollers from the ridge roads - thousands are missing and hundreds of tiny subsistence farm families have not been contacted yet.
Not sure how they are going to even build new roads in alot of areas. There is nothing there for a base it's all gone. Just giant boulders. So much material will need hauled in or cut from the existing mountains.

The problem with sending in a bunch of people to help in recovery efforts is that you need the logistics to support them. Last thing they need is a hundred people there to help with no fuel, food or accommodations.

Tailgates are nice, but with as much brush, stumps, and trees that you haul it would suck in your application.
